Bellwether Intelligence ("Bellwether", "we"). Company registration and registered office to be confirmed on incorporation. Registration with the Information Commissioner's Office will be completed before the service is offered commercially.

What this service does

Bellwether reads published regulatory information about goods vehicle operator licensing in Great Britain, and produces commercial intelligence reports for businesses that supply those operators. Our source material is official published data, not private records.

Personal data in our source material

The published operator licence record contains the names of company directors and transport managers, and — for operators trading as sole traders — addresses that may be residential. This is personal data.

We have chosen not to hold it. Our processing deliberately discards director and transport manager names at the point of extraction. We record only whether an operator has a transport manager, never who they are. We do not retrieve officer records from Companies House.

One category cannot be avoided: where an operator is a sole trader, the licensed entity's name is itself an individual's name. Those records are retained because they are the licence holder, and they are flagged in our product so customers know to treat them accordingly.

Sole traders and partnerships

Under the Privacy and Electronic Communications Regulations, sole traders and unincorporated partnerships are treated as individual subscribers. Direct marketing to them by electronic means generally requires consent rather than legitimate interests.

Approximately 21% of licensed operators fall into this category. Every such record we supply is labelled so that customers can identify it. Responsibility for lawful marketing rests with the customer, and our terms require it.

Lawful basis

For processing information about corporate entities from public registers, we intend to rely on legitimate interests: enabling businesses to identify relevant commercial counterparties from information the state publishes for transparency. A Legitimate Interests Assessment will be documented and reviewed professionally before commercial launch.

Information you give us through this website

If you complete the sample request form, we collect the details you enter: company name, your name, work email address, the territory you cover, what you sell, the fleet sizes you deal with, and any notes you add.

We do not sell it. We do not pass it to third parties for their own marketing. We do not use one customer's information to sell to their competitors.

Form submissions are processed and stored by Netlify, our website host, acting as our processor. Ask us at any time to send you a copy of what we hold about you, correct it, or delete it — privacy@bellwetherintelligence.co.uk. We will act on a deletion request without asking you to justify it.

Information about our customers

If you become a customer, we additionally process correspondence and billing details, to deliver the service and administer payment.

Retention

Source publications and register snapshots are retained indefinitely: the historical record is the basis of the product, and it consists of official public data. Customer account data is retained for the duration of the relationship and for as long afterwards as legal and accounting obligations require.

Your rights

Individuals have rights under UK GDPR including access, rectification, erasure, restriction and objection. To exercise them, contact privacy@bellwetherintelligence.co.uk. Where information originates from a statutory public register, our ability to alter it may be limited, and we will explain the position and direct you to the publishing body.

You may complain to the Information Commissioner's Office at ico.org.uk.

Cookies and analytics

This website sets no cookies. There is no cookie banner because there is nothing to consent to.

We use Cloudflare Web Analytics to count visits and see which pages are read. It is deliberately chosen because it works without cookies, without fingerprinting, and without building a profile of you. It does not track you across other websites, and it cannot identify you individually. We see aggregate counts — pages viewed, referring site, country, browser — and nothing that we could tie to a person.

We run no advertising trackers, no tag managers, no session recording and no chat widgets. If that ever changes, this page will be updated and a consent mechanism introduced before any non-essential cookie or tracking script is set.

Advertising attribution

If you arrive from an advertisement, the link may carry campaign information — which campaign and advert brought you here, and an identifier the advertising platform generated for that click. We store this in your browser's local storage (not a cookie) so that if you later request a sample, we know which campaign led to it.

We use it for one purpose: working out which advertising is worth paying for. If you become a customer, we may report that click identifier back to the advertising platform so it can measure which adverts produce real business. We do not use it to build a profile of you, to track you across other websites, or to target you as an individual.

It is stored on your device and you can clear it at any time by clearing your browser's site data. Doing so has no effect on the service.

Security

Access to systems is restricted and authenticated. Credentials are held in environment configuration, never in code or documents. Data is backed up, and source material is retained in its original published form so that any processed output can be re-derived and audited.

International transfers

We intend to hold data within the UK or European Economic Area. Where a supplier processes data elsewhere, appropriate safeguards will be identified before that supplier is used.

Material changes will be reflected here with an updated version number and date.
